(EXTRA.), JAN. 13, 2000 (PAUS 23, 1921 SAKA) ANIMAL HUSBANDRY DEPARTMENT Notification T he 12th/ 13th Ja nu a r y, 2000 No. 180—AH-1-2000/538.- - The Governor ol Haryana hereby constitutes the Haryana Livestock Development Board with immediate effect to promote breeding and development of livestock specially cattle and buffaloes in the State by undertaking *activities relating to and nebessary for improving livestock production and productivity. The objectives of the Board will be:-
(i) to improve the genetic stock of animals in the State.
(ii) to preserve and multiply the 'Murrah' germplasm and also take adequate steps to export it. • . • •
(iii) . to assist the farmers in providing technical. know-how for 'improving the stock, and to assist them by . providing artificial insemination and embryo transfer technology and other allied breeding facilities.
(iv) to promOte, organise .and nurture institutions outside the Government to . generate .quality - breeding • inplits and for—delivery of breeding services at the . farmers' door -step. on progressively self -generating and economically viable
(v) to Modernise and upgrade existing training facilities, establish new training • facilities where necessary and set in motion a comprehensive human resources. development programme, enhancing- skills and Professional competence at all levels on a regular and continuing basis.
(vi) to establish collaboration and network arrangements with institutions of repute within the country as well as overseas to obtain newer technologies and to * upgrade skills, on all aspects of livestock production, livestock products, product processing, . storage, transport and merchandising and also to . collaborate in research work and setting up joint ventures and joint projects in • the area of livestock•development. •

2. The composition of the Board will be as under:-

9. One nominee of the Department of' Animal Husbandry and . Member Dairying,- Government of India, New Delhi not below the rank of Joint Commissioner (Animal Husbandry)
10.. One representative of Finance Department, Haryana not below Member the rank of Joint Secretary ( Finance )
3. The area of operation of the Board shall be the entire territory of the State of •Haryana.
4. The Headquar ter of the Board will be a t Chandigarh and it may meet as often as may be necessary but at least twice a year.
5. The quorum of the meeting of the BOard shall be three members in addition to the Chairman.
6. In case any vacancy. arising . in .the Board, it may be filled up by the Government or Haryana in consultation with the Chairman of the Board.
7. Duration of the Board shall be three years.
8. The officers of -the Board shall be the Chairman, Member -Secretary, Treasurer and any other officer designated as such by the Board.
9. Under the general supervision of the Board, an Executive Committee will be delegated the requisite administra tive and financial powers for the formulation and 68 HARYANA GUT GAZ. 10. . Suitable funds will be allocated by. the Government to the Board. The Board _will generate its own resources by proper inanage. inent of its assets and by 'providing consultancy and marketing of its products including frozen ,semen. If' the 13oard has • surplus Funds, it. may assist the Department -of Animal Husbandry in its •strengthening and modernisation programmes. 1 I.
