(iv) To advise and assist the Central Social Welfare Board in sponsoring new welfare programme and activities wherever they are needed within their States;

(v) To advise the State Government on the Voluntary Organization for Social Welfare in the State and to coordinate the Welfare and development activities under taken by the various departments of the state Government a view to avoiding duplication;

(yi) To undertake such other activities as may be conducive to the fulfillment of these objectives;

(vii) To promote the growth of voluntary Social Welfare Board Agencies with special reference to development of the welfare services in areas uncovered at present;

(viii) To assist Central Social Welfare Board in the provision of a field counseling services for aided agencies;

(ix) To administer the programmes of Social Welfare in rural areas either sponsored by the Central Social Welfare Board jointly initiated with the cooperation of the State Government.

(x) ,To stimulate effective coordination among voluntary welfare agencies at the State and Local • levels;

(xi) To undertake with the concurrence of Central Social Welfare Board such Social Welfare activities or. programmes as are'entrusted to the State Board by any department of Central/ State Union Territory;

(xii) To assist the Central Social Welfare Board and the State Government in further Development of Welfare Services.

3. The tenure of this Board is valid up to 3rd July, 2011.

4. The T.A./ D.A. to the members of the Board whether Non -Official or Government Servants, as and when they attend any meeting shall be paid by the Board out of the allotment made to i t by the State Government and the Central Social Welfare Board.

1. The function of the State Animal Welfare Board, Haryana shall be as follows:

(a) To ensure proper implementation of "Prevention of Cruelty to Animals Act, 1960." The Punjab Prohibition of Cow Slaughter (Haryana Amendment) Act, 1980. The Cattle Trespass Act, 1871 and other Acts/Regulations for Animal Welfare applicable to the State of Haryana. The Board can give directions to the concerned departments/agencies and review their performance.

To co-ordinate activities relating to the preservation and development of cattle for increasing the production of Milk and draft power.

(c) To organize and co-ordinate the activities of Gaushala and Pinjrapoles on matters relating to the development of Cattle wealth and establishment of Gaushala on proper lines.

(d) To co-ordinate and review various schemes relating to increased production of feed and fodder, salvage of dry cattle, rearing of calves. rounding up of stray cattle and their proper rehabilitation.

(e) To review from time to time the progress of schemes relating to preservation and development of cattle in the light of the coordinated programme and policy laid down for the country and to consider such additions and alterations to the programme as may be found necessary in the light of the experience gained.

2. The Headquarter of the board will be at Chandigarh.

3. The Board will meet quarterly under the Chairmanship of the Chairman.

4. The Director -General, Animal Husbandry and Dairying will be controlling authority to countersign the Travelling Allowance Bills of Non -Official Members of the Boards and contingencies etc. The term of the board will be two years but the Government may by express orders extend period or dissolve or reconstitute the Board at an earlier date, if it so desires.

5. The Official Members of the board will draw their T.A. and D.A from their respective Department/ Organizations. However, the Non -official Members will get T.A. and D.A. from the Animal Husbandry Department and the same will be drawn and disbursed by Director -General , Animal Husbandry and Dairying, Haryana. The TA/DA to Non -Official Members will be given according to the terms and conditions mentioned in Government instructions U.O. No. 10/16/80-Pol(4), dated 12th December, 1980.
