2. In ttrese des, unless the context otherwise requires,-
(a) .Act" means thc Haryana cotton Ginning and kessing Factories Act,1992 (Act 16 of 199.3);
(b) 'Torm" means a form apended to these rules;
(c) "section" means a section of the Act; and

6. (1) Every person desiring to obtain a licence shall make an application in duplicate wfth relevant docum€ne to the Direcmr in Form A through rhe Marketing officer, Agriculture Department, Haryana, together with the treasury challan receipt of deposit of the prescribed fee under Rule ? and a copy of blue irilt of his cotton ginning and/or pressing factory which is prepared in accordance with the guideLines and norms specified in the Appc,ndix appended to these rules, under the provisions of Rule 18 : hovideil that blue print of a cottotr ginning and/or pressing facrory shall not be necessary at fte time of renewal.
(2) On receipt of an application for the gram of a licence, the licencing authority rnay after taking into consideration thepro{sions of &e Act, fulfillment of requirements under the provisions of sections 3,7,'10,12 and 16 and thes€ rules, grant or refuse a licence dfter following the procedule laid down under suF scctions (3), (4) and (5) of section 3. The procedure to be foltowcd for renewal of licencc by licencing authority shall be the ia*e as that of grant of a licence :
Provided that the application for renewal of licence shall be submitted in Fonm ESefore one month of its expiry and with a late fee of ten percent of the fees prescribed for renewal of licence for the delay of each,month after its explry.

9. The JointDirector of Agricuitu:e (Cotton) and the E@yDirector Agricuiture of the district concerned shall have the powers to exurdne and dr samples of cotton, cotton package or bale sr cotton seed to assess the extent admixture, Eroistufe percenrage and proportion of cotton seed in lint and make report thereon and certify as to the norrnal quailify of moi$tufe percentage proportion of cofton seed in lint and rnake a rqport- thereon and certify as to normal quantity of moisture which a given sample of coiton should:ontain the quantity of moisture which is actually eontained' They will have conclusion on their own,rbservations/tests, in addition to the testrepolts moisture contBnt and lint lengttr of tlre sanlplo as determined by the Senior Sc (cotton), chaudhary charan singh Haryana Agdcultural university' llisar'
10. (1) The following officers shall be the'Inspeeting officers under Act to enter and inspect any cotton ginning or pressing factory :-
(a) Director of Agriculture, Haryana;
(b) Additional Director of Agriculture, Haryana;
(c) Joint Director of Agriculttre (Cotton);
(d) Marketing Officer, Agriculture Department' Haryana;
(e) Deputy Director of Agriculture of district concerned;
(f) Assistant Marketing Officers, Agriculture Departme Haryana. 4E 5 i 3 i2) Anyone of the above cfficers may ask for the producfion of ary ginning regisrer or press register and inspect any cotton package or bare of cotton for the pulpose or ascertaining whether there is any contravention of any of the provisions of tbe Act or the rules and may seize allthings in resp€ct of which an offence puuishable under the Act appears to have been committed.
(3) For the purpose of section 16 oi the Act, the AdditionavJoint Director (AgriculturatEngineering) Haryana, shall be the prescribed autlronty. {4) The offrcers menrioned in srrb-nrle { l ) above shall have the right of access and inspection during rhe working hours of a factory and witbin the sphere of theit respective duty area.
11. (6) The nnark and the two integers denotiqg the cofton year shall be indelibly punched or stamped cn any part of the central hoop of the bale in such a m*nner as to be clearly decipherable.
(7) The running number of the bare shafl be punched or stamped on the hoops as described above or shall be stencilld in ink on the Hessian covering of a lashed flat side of the bale in such a manner as to be clearly decipherable. English numbers only shall be used and the numbers shall not be less than fwo inches in length.
(8) The following order shall be observed for marks punched on the hopes :- Number denoting the factory, Ietter "H" denoting Haryana state and numerals denoting cotton year. If the nmning number is punched on the hoop, it shall follow the numbel denoting the cotton year and be separated from it by a ntar. when the mnning number is stencilled on the hessian, a star be placed before the fir$t integar and after the integar.
