Every application for the renewal of a licence to manufacture or to commence or to carry on business as a manufacturer, or dealer, of a dangerous machine shall be made in Form III and shall be accompanied by a fee specified in sub-rule (1) of Rule 3, by 15th of November, of the year in which the licence expires.
