(b) In these rules, unless the context otherwise requlres,- "Commlsslon" means Haryana Publlc Servlce Commlsslon; "dlrect recruitment" means an appointment made otherwlse than by promotlon from within the Servlce or by transfer of an offlclal already ln the servlce of the Government of Indla or any State Government; ''Director" means the Dlrector, Environment, Haryana; "Government" means the Haryana Government In the Admlnlstratlva Department; "lnstltutlon" means--

PART II-BECRUITMENT TO SERVICE tlumbEi and character of posts :
3. The Setvlce shall comprlse the posts 'shown 1n Appendlx A to these rulesi It) "recognlse(l unlversity', means--
(1) any unlverslty lncorporated by law ln Indla; or dlploma, or certifl ca te of an examlnatlon held 1947, the PunJab, Slnd or shall affect the addltions to or create new posts of pay, -- either Provlded that nothlng ln theEe rules lnherent right of the Government to make reductlons ln, the number of such posts or to wlth dlfferent deslgnatlons and scales permanently or temporarlly. Natlonallty, domlclle and character of candldates appolnted to Servlce : 4, (1) No person shall be appolnted to any post i.n :rvlce unless he ls, --
(a) a cltlzen of Indla; or
(b) a subJect of Nepal; or
(c) a subject of Bhutan; or
(d) a Tlbetan refugee who came over to Indla before 1st day of January, 1962, with the lntentlon permanently settllng in India; or
(e) a person of Indlan orlgtn who has mlgrated Paklstan. (b) any perlod of wark ln equlvalent or hlgher rank prlor to appolntment to any post ln the Servlce may, In the case of an appolntment by transfer, at the dlscretlon of the appolntlng authorlty, be allovred to count towards the perlod of probation flxed under thls rule; and

Nothlng contalned ln these rules shall affect reservatlons and other concesslons requlred to be provlded for Scheduled Casres, Backward Classes, Other Backward Classes, Ex-Servicemen and Physically Handlcapped persons or any other class or category of persons in accordance with the orders lssued by the State Government ln thls regard from tlme to tlme: Provlded that the total percentage of reservatlon so made shall not exceed flfty per cent at any time,
