(a) "Acr means the Punjab Agricultural Produce Markets Act, 1961,
(b) " Chairman" means the Chairman of the Haryana State Agricultu ral Marketing Board;
*(bb) Chief Administrator" mea s the Chief Administrator of the Haryana State Agricultural Marketing Board;
(c) "direct recruitment" means an appointment made otherwise than by promotion from within the Service or by transfer or deputation of an official aiready in servic_e ot_'th Government of India or any State Government;
(d) "Education Board" means the Haryana Education Board established under theprovisions of theHaryana Boardof School Education Act, 1971, or any ot11er Education Board established by law in any of the States of India;
(e) "Gove rn:nent" means the Haryana Government in the administrative departm ent;

(g} s ecretary• means tile Secretary of the Haryana State Agricultural Marketing Board;
(h} "Service" means the Haryana State A gric ultur al Marketing Board Service.

PART-II RECRUITMENT TO SERVICE *3. The Service shall comprise the posts st1own in Appendix A to these rulos:
Provided that nothing in these ru les shall attect ti ,e inherent rigtlt of the Board to add to or reduce the number of such posts or create new posts with differe nt designations either permanently or temporarily.
4 (1) No person shall be appointed t? the Service, unless he is
(a) a citizef) of India; or l
(b) a subj ect of Sikkim; or \ (c} a sub ject of Nepal; or
(d) a subj ect of Bhutan ; or
(e) a Tibetan refugeewho came over to India before the 1st. January. 1962, w1tl1 the intention of permanently selling in India; or (0 a person of Indian origin who has migrated from Pakistan, Burma, Sri Lanka ( formerly Ceylo,yand East African countries orKenya, U11anda and the United RPoublic ofTanzania (formerly Tanganika and Zanziba with thf; inten tion of pP.rrnar :onll 1 t!tlling in India:
Provided that a p rson belonging to categories (c), (d), (e) and (f) shall be a person rn whose favour a certificate of eligibility has been issued by the Government and if he belongs to category
(f), the certificate of eligibility will be issued for a period of one year, after which such a person will be retaioed in the Service subject to his hav ng acquired Indian Citizenship.
(2) A person, in whose case a certificate of eligibility is necessary may be ad- ··ed to an examination or interview conducted by the recruilig author,cy on his furnis hing pro::· :- at he has , applied for the certificate and he may also provisionally :1a appoin ted subject tc -:: - ecess, a ·. certificate being issued to him by the government. ,. .. ,-
