(EXTRA.), APR. 6, 2022 (CHTR. 16, 1944 SAKA) 67 HARYANA GOVERNMENT LAW AND LEGISLATIVE DEPARTMENT Notification The 6th April, 2022 No. Leg. 13/2022.— The following Act of the Legislature of the State of Haryana received the assent of the Governor of Haryana on the 30th March, 2022 and is hereby published for general information:– HARYANA ACT NO. 13 OF 2022 THE HARYANA KISAN KALYAN PRADHIKARAN (AMENDMENT) ACT, 2022 AN ACT further to amend the Haryana Kisan Kalyan Pradhikaran Act, 2018.
Be it enacted by the Legislature of the State of Haryana in the Seventy-third Year of the Republic of India as follows:–
1. This Act may be called the Haryana Kisan Kalyan Pradhikaran (Amendment) Act, 2022. Short title.
2. For section 8 of the Haryana Kisan Kalyan Pradhikaran Act, 2018 (hereinafter called the principal Act), the following section shall be substituted, namely:- ―8. Appointment and terms and conditions of Chief Executive Officer, Additional Chief Executive Officer and Joint Chief Executive Officer.- (1) The Government shall, by notification, appoint an officer of the Government not below the rank of Principal Secretary or an eminent person in the field of agriculture as Chief Executive Officer.
Explanation.— For the purposes of this sub-section, eminent person in the field of agriculture shall include,– any agricultural scientist who has worked for more than ten years in the field of teaching/research/extension in agricultural sciences or a person who has been awarded in the field of agriculture a national level award i.e. Padam Shri, Padam Bhushan, Padam Vibhushan, Bharat Ratna etc.
or a person who has held the post of Vice-Chancellor in any agricultural university for a minimum period of two years or a person who has held the post of Administrative Secretary/ Secretary/Director General/Director in the Agriculture and Farmers Welfare Department for a minimum period of one year or a person who has held the position as Head of any Central Research Institute relating to agriculture for a minimum period of two years.
(2) In case an eminent person is appointed as Chief Executive Officer, he shall be paid out of the fund of the Pradhikaran, such monthly salary and allowances with such other facilities, as may be fixed by the Government.
(3) In case the Chief Executive Officer is on leave or is unable to discharge his duties, the Additional Chief Executive Officer shall exercise the powers of the Chief Executive Officer until his return.

(4) The Government shall, by notification, appoint an officer of the Government, not below the rank of Director General/Director, Agriculture and Farmers Welfare Department as Additional Chief Executive Officer, who shall exercise such powers and perform such duties as specified by the Government.
(5) The Government shall, by notification, appoint an officer of the Government, not below the rank of officer of Haryana Civil Services as Joint Chief Executive Officer, who shall exercise such powers and perform such duties as specified by the Government.‖.
Amendment of section 10 of Haryana Act 13 of 2018.
3. For clause (a) of sub-section (2) of section 10 of the principal Act, the following clause shall be substituted, namely:- ―(a) The Council shall consist of the following members, namely:-
(i) The Chief Secretary to Government, Haryana Chairperson
(ii) Vice-Chancellor, Chaudhary Charan Singh Haryana Agricultural University, Hisar Member
(iii) Vice-Chancellor, Maharana Partap Horticultural University, Karnal Member
(iv) Vice-Chancellor, Lala Lajpat Rai University of Veterinary and Animal Sciences, Hisar Member
(v) Vice-Chancellor, Haryana Vishwakarma Skill University, Gurugram Member
(vi) Director General/Director, Agriculture and Farmers Welfare Department Member- Secretary
(vii) Additional Chief Secretary/Principal Secretary, Agriculture and Farmers Welfare Department Member
(viii) Additional Chief Secretary/Principal Secretary, Animal Husbandry and Dairying Department Member
(ix) Additional Chief Secretary/Principal Secretary, Fisheries Department Member
