1 . (1) T hes e ru les may be ca lled the Haryana Medica l Education DePartment, Minis t er ia l , Sto re s , Li b rary, Sta t is t ic s and General (Group -C) Ser vice Ru les , 1998.

2. In the se ru l es , unless the context o t he rw ise req ui res , (a ) "d ir ec t r ecru itment" means an appointment made o ther wise than by promotion from wi th in the Se rv ic e or by t r a nsf er of an off ic ia l a l r ea d y in the se r vice of the Government of India or any Sta te Government ;
(b) "Dir ector " means the \ Dir ector , Pandit Bhagwat Dayal Sharma Pos tgradua te Ins t i t u t e of Medical Sciences , Rohta k;
(c) "Government" means the Haryana Government in the Adminis t r a t ive Depar tment ;
(d) "ins t i tu t ion" means, --

( i ) any un ive rs i t y incorp ora ted by law in India ; or ( i i ) in the case of a de gr e e , dip loma or ce r t i f ic a t e ob ta ined as a re su l t of an examinat ion he ld before the 15th August , 1947, the Pu njab , Sind or Dacca Univer s i t y ; or ( i i i ) any o t he r un ive r s i t y which i s dec lared by the Government to be a recognis ed Univer s i t y for . the pu rp os e of ru le s ;
( f ) "Select ion Committee" means the Select ion Commit tee cons t i tu t ed 'by the Government ;
(g) "Ser vice" 'means the Haryana Medical Educa t ion Depar tment Minis t er i a l , St or es , Li b rary, Sta t is t ic s and Genera l (Group C) Ser vice .

14. (1) In matters relating to disc ipl ine , penalt ies and appeals , members of the Service sha l l be governed by the Hayyana Civil Services (Punishment and Appeal) Rules, 1987, as amended from time to time :
Provided that the .nature of penalties which may be, imposed, the authority empowered to impose such penalt ies and appellate authority sha l l , subject to the provis ions of any law or rule s made under art ic le 309 of the Constitution of India, be such as are speci fied in Appendix C to these rules .
