(1) There shall be the following officers of the Board, namely :(— Officers and i ] 3 ather cmployees fa) the Chairman; of Board and > their

(e) such other officers as may be spuuficd by llnz Board in the regulations: )
Provided that at any point of time at least two officers out of four officers L + specificd at (a) to (d) of sub-rule (1) above must be in position :
Provided further that th same person or officialimay be; wpquucd ta be or act as more than one officer as specified above.
62 HARYANA GOVT. GAZ. (EXTRA.). OCT. 24, 2002 (KRTK. 2. 1924 SAKA) Managing Director of the Board shall-— be a registered veterinary praclitioner as per the Indian Veterinary Council Act, 1984 (52 of 1984);
(M/bc the administrative head of the Board;
(7" exercise all powers necessary and be responsible for carrying out the provisions of the Act, the rules and the regulations made thercunder;
(d) be the principal Excoutive Officer of the Board and shall authenticate all orders and decisions of the Board:
(e) be responsible for the presentation of annual estimates and statement of accounts, including the balance sheet. 1o the Board;
(f) be responsible for the custody of the Fund and ensuring that all. moneys of the Fund are expended for the purposes for which they are granted or allotted:
fg) beresponsible for carrying out the dircction received from the Government /Board ; and
(h) discharge such other functions as may be specified by the Board or by the Government.
(3) The Member-Secretary of the Board shall— [l (a) be a registered veterinary practitioner as per the Indian Veterinary Council Act, 1984 (520f1984):

(b) cxercise and perform such powers. duties and functions as may be entrusted to him by the Bourd by regulations and shall assist the Managing Director of the Board in all the matters for the purposes of carrying out the provisions of the Act, the rules and the reguiations made thereunder:
(c) be responsible for keeping the minutes of the meeting of the Board and furnishing a copy thereof to the Government: and
(d) discharge such other functions ‘as may be specified by the !
Board or the Government or the Managing Dircctor.
(4) The Board may appoint on such terms and conditions of service as it may think fit such other employees as may be considered necessary for carrying out the provisions of this Act, the rules and the regulations made thereunder :
Provided that no such appointment shall be made cxcept with the prior approval of the Governmient where the gross emoluments of more that ten thousand rupees per month are to be paid :

Provided further that the Board shall have the powers to create the posts required for achieving its objectives and fill in these posts by direct recruitment or by transfer or by deputation of an officer/ official already in the service of any State Government or th c Government of [ndia.
r5) The Board may establish such sub-offices with Headauarter at such places as it may deem fit.
