PART-I Notifications, Orders and Declarations by Haryana Government HARYANA GOVERNMENT ANIMAL HUSBANDRY & DAIRYING DEPARTMENT Notification The 8th May, 2019 No. 1400-AH-4-2019/5147.— The Governor of Haryana is pleased to notify Pashu Swasthya Kalyan Samity (PSKS) for every Government Veterinary Hospital (GVH) in Haryana which would work under the supervision of already registered Societies for Prevention of Cruelty to Animals (SPCA)existing in every district which are further linked to State Animal Welfare Board, Haryana (SAWB).
The objective of Pashu Swasthya Kalyan Samity is to work for the welfare of the animals on the lines similar to SPCA and SAWB. The GVH PSKS will cover activities in all the GVDs in the concerned jurisdiction of the GVH. A separate account will be opened for every each PSKS as proposed in there solution made by State Animal Welfare Board (SAWB) to open a separate account for every PSKS of the concerned GVH and attach it with the SPCA of the district for further adherence of Aims & Objectives of SPCA and SAWB and any other tasks assigned to it by the State Government in addition.
Pashu Swasthya Kalyan Samity will consist of the following:
1. Veterinary Surgeon In-charge of concerned GVH – Chairman
2. Block Level Extension Office/Veterinary Livestock – Member Secretary Development Assistant
3. Sarpanch of Village / Municipal Councillor in Urban – Member Area where GVH is located
4. One Sarpanch of GVD Villages / Ward Member of – Member Urban area where GVD is located ( if applicable) by rotation or (Tenure 1 year)
5. All VLDAs of the GVDs under the GVH – (Members)
6. One Good Animal Breeder of the jurisdiction of – Member the GVH
7. One Retired Veterinarian or Para- Veterinarian of – Member the Department in the jurisdiction of GVH Area (if available) HARYANA GOVT. GAZ., MAY 21, 2019 (VYSK. 31, 1941 SAKA) [PART I 450 Pashu Swasthya Kalyan Samity at Polyclinic/D DD Lab will consist of the following:
1. Officer In-charge of concerned Polyclinic/D DD Lab – Chairman
2. Next Senior Veterinary Surgeon – Member Secretary
3. Municipal Councillor in Urban Area where – Member institution is located
4. One Zilla Parishad member from that Distt. – Member
5. Ward Member of Urban area where the institution – Member is located
6. All Veterinary Surgeons under the Institution – (Members)
7. One Good Animal Breeder of the jurisdiction of – Member the Institution
8. One Retired Veterinarian or Para- Veterinarian of – Member the Department in the jurisdiction of Institution (if available) The quoram for the Samity meetings will be 5 of which at least 2 shall be non-official members. The Executive Committee will consist of the Chairman, Member Secretary and one non-official member. Executive Committee shall meet as and when required and at least quarterly and Pashu Swasthya Kalyan Samity will meet quarterly.
Aims & Objectives of PSKS The PSKS will have the following aims and objectives in addition to the general SPCA/SAWB objectives and mandates:-
(i) To provide affordable quality Veterinary and Allied services to the livestock.
(ii) To undertake activities pertaining to the need of livestock owners and to make the livestock health system responsive.
(iii) For maintenance and repair of Building / infrastructure/lawn etc. of GVH and GVD.
(iv) To promote and provide better effective Animal Health and Diagnostic services to the livestock of the State.
(v) To promote and provide Ehno Veterinary Practices (EVP) /Ayush for Animals.
(vi) To promote and provide Hydroponic Fodder on Batai basis to local farmers/ Animal Feed and Fodder related machinery/solutions.
(vii) To maintain Pet Cages on rent /Pet services for local population.
(viii) Caring for Stray animals/ run infirmary if required.
(ix) The society can take up any other related activity from time to time.
Funds for PSKS There may be following additional sources for the creation of the fund of the society in addition to SPCA/SAWB allocations:
(i) Grants and or contribution made by the Government of India/ Haryana or any Government or public body.
(ii) Contribution or financial aid provided by any National or International agency or from bodies incorporate under CSR.
(iii) Donation and contribution made by any other persons or Institutions or society.
(iv) Fee and charges levied by the society for any service rendered at the GVD/GVH on receipt basis by the concerned officials.
(v) Miscellaneous income from investment and any other income or receipt from any other sources provided it is received for implementing any of objectives of the society.
(vi) Fund collected by these societies will be used by approval of concerned Executive Committee of Samiti.

GAZ., MAY 21, 2019 (VYSK. 31, 1941 SAKA) 451 Functions/ Powers of PSKS-GVH The Pashu Swasthya Kalyan Samitis (PSKS-GVH) shall monitor, evaluate and co-ordinate the work at GVH level under its jurisdiction and will serve as link to the District SPCA and SAWB. It will review the progress in implementation of various departmental schemes and policies & shall ensure inter-sectoral convergence and integrated planning.The Pashu Swasthya Kalyan Samiti shall perform the following functions in respect of the GVH area for which it is setup, namely-
(i) These Pashu Swasthya Kalyan Samities will review the punctuality & performance of staff falling under GVH jurisdiction.
(ii) Will review the status of availability of emergency medicines /nutrients/food supplements for the animal welfare with the GVH- funds collected, user money & other State schemes and utilization status thereof.
(iii) Review and discuss the scheme-wise achievement of targets by the GVD/GVH.
(iv) Will review the diagnostics set up and ways to check adulteration of Milk and Milk products as also all animal products.
(v) Will take care of cleanliness, sanitation, beautification and maintenance of GVH and shall review the working of Government Veterinary Hospital and take remedial steps about filling up the gaps.
(vi) Will monitor the health-related activities like infertility, vaccinations, breed registration & improvement and organization of health camps and preparing the strategies for effective implementation of these activities.
(vii) It will review the creation of Skills in Animal Husbandry sector and development of Entrepreneurship.
(viii) To Generate resources for the PSKS locally
(ix) Any other issue related to Information, Education & Communication for Extension/ Promotion/ Training of Livestock Health & Sanitation activities.
(x) In case of unsatisfactory conduct/performance, the recommendation for appropriate action would be made to District SPCA/SAWB.
Note:
(i) The Citizen Charter shall be displayed for public information.
(ii) Suggestion/ Complaint Box shall be placed in the Institution/GVH premises and will be opened in the monthly meeting of the society.
(iii) The redressal of complaints and grievances, if any will be taken up and necessary remedial steps for improvement will be initiated at the level of Samiti.
(iv) List of medicines/nutrients/feed supplements available at Institution/GVH will be displayed.
Emergency medicines/nutrients/feed supplements not in Government supply will be charged to the farmers and recouped.
Financial Powers:
The expenditure required shall be met out from funds kept at the disposal of Pashu Swasthya Kalyan Samiti by the concerned Officer in charge/VS who will operate the accounts & the quarterly accounts will be sent to the concerned Deputy Director. The Officer in-charge VS shall exercise the powers delegated to him by the PSKS in respect of funds & user charges.
Record Maintenance:
The PSKS shall also maintain the following records and maintain the accounts on double entry system:
(i) Proceedings Register
(ii) Bank Account Details
(iii) Cash Book
(iv) General Ledger

GAZ., MAY 21, 2019 (VYSK. 31, 1941 SAKA) [PART I 452 Accounts of the Society The accounts of the society shall be kept open for inspection by the Accountant General, Haryana or Chartered accountants appointed by Government/donor agency at any time for satisfaction that the funds received by the society have been utilized for the purposes for they were received.

Please Note:- The earlier notification of PSKS i.e. Notification No. 1400-AH-4-2019/2296 dated 25th February, 2019 stands withdrawn. The Notification to authorize to open Bank Accounts for PSKS is being issued separately.
