To The Director, Welfare of Scheduled Castes and Backward Classes Department, Haryana.

Memo No. 1756-SW(1) 92 Dated:

Subject: Implementation of scheme under the Protection of Civil Rights Act,

1955.

Reference your note dated 25.06.92 on the subject noted above.

2. The Governor of Haryana is pleased to accord sanction to the implementation of following scheme under the Protection of Civil Rights Act., 1955.

(i) Incentive for the Village Panchayat for their outstanding work.

Incentive of Rs. 5000/- per Gram Panchayat will be awarded to those Panchayats which does outstanding work for the Welfare of Scheduled Castes like removal of untochability, pavement streets, enrolment of girls etc. The details of scheme is give in Annexure ‘A’.

(i) Preparing cassettes recording of songs of Great Master relating to removal of untouchability ect.

Financial assistance will be provided for preparing of film/ cassettes and other material for recording of songs/ teachings etc. like history of Great Masters like Baba Sahab Dr. Ambedkar, Mahatma Gandhi. Guru Ravidas and Maharishi Balmixi etc. This will be implemented though Public Relation Department.

(iii) Debates and Seminars on removal of untouchability.

Debates and Seminars will be organized at the important place of the State where eminent personalities including Educationist, Social Reformers and individuals will be invited to address the general public against untouchability.

(iv) Advertisement on buses Slogans against untouchability places on the philosophy of Baba Sahab Dr.

B.R. Ambedkar, Guru Ravidas, Maharshi Balmiki and Mahatma Gandhi to be put on bus channels. They shall be displayed on the back of the buses of Haryana Roadways in order to conway the message against untouchability in the State as well as outside the State.

3. The amount under the aforesaid scheme will be started by the State and Central Govt. on 50:50 basis.

4. The expenditure involved will be debited under the head “2225-Welfare of Scheduled Castes Scheduled Tribes and other Backward Classes -800- other expenditure implementation of PCR Act, 1955 for the year 1992-93 (Plan).

5. This issues with the concurrence of Finance Department conveyed vide their U.No.1(97)-92-1FG-11/1607, dated 17.07.92.

Annexure-‘A’ Sub: Incentive for the Village Panchayat for outstanding work done for the welfare of Scheduled Castes.

Object: To encourage the Village Panchayat for doing outstanding work for the Welfare of Scheduled Castes.

Terms and Conditions The Incentive will be governed by the following terms and Conditions:- 1 The village panchayat should have freed from untouchability as reflected from the behavior of the inhabitants.

2 The Scheduled Castes could be able to use any utensil and other articles kept in any public restaurant, hostel, Dharamshala, Sarai or Musafir Khana, for the use of general public.

3 The Scheduled Castes have easy excess to all the religious place like Temple/ Guruduwara etc.

4 The Scheduled Castes have easy excess to all the passage and roads.

5 Any other immaginative/ development work of significance done for the welfare of Scheduled Castes specially in the field of education of girls.

Pattern of Financial Assistance Village Panchayats in each District will be given an incentive of Rs. 5000/- each for doing the outstanding work for the welfare of Scheduled Castes ir each year. The village panchayat will be selected by a committee already constituted under departmental schemes. The number of village panchayat will depend upon the availability of funds.

Mode of Selection Village Panchayat who have done pioneering work for the Scheduled Castes will submit its achievement in a particular year to the District Welfare Officer concerned.

The application will be secrutinized by the Distt. Welfare Officer. He will submit the names of village to the District committee already constituted which will select the village panchayat in each district.

Procedure for Payment After the selection of village Panchayat, the amount of ircentive will be sanctioned by the Deputy Commissioner concerned and drawn & disbursed by the Distt.
