(l) These rules may be catled the Ilaryana Plivate Security Agencies (Private Security to Cash 'l-t'arrsportatiorr Activities) Itules, 2019'
(2) 'l'hey shall oonre into Ibrce on the date of their pr.rblication in the Otficial Gazelte. 2, ( I ) In thcse rules, unless the context otherrvise recluircs,-
(a) "Act" means the Private Security Agencies (Regulation) Act, 2005 (Centlal Act 29 of2005);
(b) "ATM" rncans the autornatic teller machine that dispenses cash or performs ::l:',,?:*ls selviocs when an account holder of anv bank inserts a Bank
Explanation - Iror the purposes of this clausc, "Bank card" includes credit card or debit card;
(c) ,,cash handling agency", "cash replenishment agency" ol' "cash-in-transit agcncy', lneans an agency or entity' by whatcver. narle called, engages in cash transportation activities;
(d) "cash transportation activities" means the physical transl'er ofcash, such as bank notes, coins, crcdit card, debit card or other items of value fi'om one lr"Jlf,;ffiither, and includes loading cash iu to, or unloading cash froni'

(2) War.ds alrl expressions not defined in the rules, shall havc the same meaning as assigned to it under the Act.
3. (l) No private security shall be provided by the private transportation activities unless he holds a license under the Act.
(2) For tl.re purpose ol'providing private security ibl' oash contl'act may be entel'ed into between,- security agency for cash transportation activities, a
(a) a private security agency holding a license under the Act and the bank concerned; or
(b) a cash handling agency and the bank cotrcet'ned: Pr.ovided that in case tl're oash har.rdling agency holds a license as a plivate sccurity agency un6er tl.re provisions of the Act, such cash handling agency may itsclf provide the private security to cash transportation activities in accordance with the provisions ofthese rulcs.
4. (l) No private security agency shall provide private seculity ol private security guards to a Banli o1. u.uih trandling agency fol oash transportation activities, unless such activities are cal.ied out in a secured cash van, which complies with the conditions fbr design and specilication specified in the First Schedule, owned by it or owned by the Bank ol'the cash handling agency, as the case may be.
(2) No taxi or hircd vehiclc shall be used for cash transportation activitics by the privatc security agency: Short title and Colrmencenrent. Definitions. Private Security fbr cash transportation activitics, etc. Use of specially designed and fahricated cash van. HARYANA GOVT. GAZ. (EXTRA. Requisite 5. (2) Every secured cash van shall have the tbllowing minimum. staff, possessing the qualitications and iraining laid down under scction l0 of the Ait, on board for evety singlc cash transportatiot-t activities, namely:-
(i) Driver - one;
(ii) Armcd security guards - two; and
(iii) ATM officer or custodian - two'
(3) The cash van shall always be escorted by at least two trained armed security guards on board:
Provided that nlofe than two armed security guatd may be deputed on a secured cash van depending on the anrount of cash cail'ied and'in-accot'dance with the individual company's insurance guidelines or client contract or terraitr ofoperation'
(4) Wher.e the secured cash van is a tneclium rlotor vehicle, one armed guard shall sit in the front along with the driver and another in the rear portion of the van. and while in transit' loading or unloadir-rg, nu*,=', .uU, ,.o or lunch break, at least one armed security guard shall rernain plesent with the secured cash van all the tirne'

Explanation.-For the purposes of this sub-rule, the explession "KYC" means the know your customer process ot un ug;n.y or business identilying and verif ing the identity of its clients or person associatcd or to be associated with the agency or business'
(2)Everypr.ivatcsecul.ityagencyshallbercsponsibletocomplywiththefbllowing checks before an individual i. oppoint.i or engagecl to paiticipatc in cash transportation activities' namely:-
(a)policeclearancecertificate-everyindividualshall.obtainthepoliceclearance certificatefl.onrhislocalpolicestationbeforeappointrnentorengagement;
(b) r.esidence velification - the private seculity agency shall use its own l'esoul'ces toconductaphysicalverificationoftheresidentialaddressofevery in,rirlJuur, including gencral conducr check and the individual shall furnish to the security ag.nJ/th. prool' o1' residential address of at lcast three years before appointment or engagement for the cash transpol.tation activities;
(c)previousemployercheck-tlreprivatesecurityagencyshalluseits^own resources to conduct ref'erence check r,vith previous employers of the individual, if anY;

7. The private security agency shall ensure that every personnel appointed or engaged for cash transportation activities shall be imparted,-
(a) the training certified fo| the security and safe handling of such activities as per the requirements of training laid down in the Second Schedule;
(b) the refresher training once in every two years' 8'(l)IlverycashtranspoltationactivitiesshallbccarriedoutonlyinsecuredcashvansLtr.,.i:llf"*n llrtcd with GPS tracl<ing dcvicc van during Explunation.- For the purposes of this sub-r'ule, the expression "GPS" means the global opcrations' poiitioning system which is a space-based navigation systern that provides location and time information in all weather conditions, anywhele on or near the earth where there is an unobstructed line of sight to four or more GPS satellites'

9. (l) .fhe private sccurity agency involved in cash transportation activities shall ensure Gurdelinefor that no scoured cash varr carries cash of more than trve crores rupees per trip. [ilil:'i,r..,t1" "
(2) The private security agcncy shall ensure that secured cash van shall be deployed for single cash van calrying cash ofrnote than ten lakh rupees per trip'
10. The private security agency shalt ensure that all cash handling' including Yllll? t,,"^lilg: :li:',:?H" '' and bundling activities shall be carried out in secured prernises in accordance with the tollowlng iuutBur"arot guicielines, narnely:- holding and

(c)Cashvault-asecuredareashallbedesignedtostorecashtomeetwiththe requir.ement of the Reserve Bank of India specitred for cash vaults in accordance with the fbllowing specitications, namely:-

(d) Security of cash vault - the private security agency shall-ensure the following security aspects at its cash vauli used for secuied handling of cash on behalf of the Bank, narnelY:-
(i)adequatenurrrberofarrnedprivatesecurityguardsaredeputedroundthe clock;
(ii)premisesisunder24xTelectr.onicsurveillanceandmonitoring;

(vi) security alarm r,vith GSM based auto dialer, flre and magnetic sensol afe installed;
(vii) the loading and unloadirrg area of cash is covered by night vision ccTV calneras;
(viii) electr.ic power supply inside the cash vault is provided through plug-in, plugout system;
(ix) carrying of naked light inside the cash vault is strictly prohibited and dry battery operated torches or enlergency lights are used inside stl'ong rooms;

Explanation - For the purposes of this rule. the expression "CCTV" means the closed circuit television which is a selflcontained surveillance system comprising cameras, recorders and displays for rnonitoring activities in a store or company. tL (1) 'Ihe pr.ivate security agency shall ensu'e that the ATM under its security shall be ljtted wiih one tinie electrorric "on-rbinuiion locks fbr reducing the instances o1'crew pilferage losses and A'lM fi'auds.
(2) l'he cash lbr loading in ro an ATM machine shalt be collected from the Bank on prcvious day or in the filst half o1 the day so that operations can be conoluded betbre the time stipulated in sub-Lule (3).
(3) No cash loading of tlie ATMs or cash transportation activities shall be done -
(a) aIler 9 PM in urban areas;
(b) after 6 PM in rural areas; and

(a) Mal<e.-'lhe secured cash vatr shall-
(i) be a Light Commercial Vehicle r,vith an engine capacity of not less thatr 2200 CC. prel'elably tutbocharged;
(ii) be not more than seven years old;
(iii) have tubelcss tYres;
(iv) have a ground clearance ofnot less than 190 mnl; and
(v) accomtnodate minimurt of five passengers'
(b) Layout.- The cash van shall have the compartrnent for storing cash, physically separated and locked frorn the passengcr conrPartment unit;
(c) Cash compartment securitY'-
(i) Thc cash colnpartment shall be inaccessible from outside the van unless operated internally through nranual or electronic lock and oash oompartrnent is specially reinforced with steel with only one door and grill gate;
(ii) the entr.ance of the cash conlpartment shall bc fi'om the rear side to ensure proper visibility, operational Itasibility and CCTV surveillance;
(iii) all windows and wind screen shall have wire nresh protection of not more than one square inch and each window nresh shall have a circular port-hole ofsix inches diameter for use ofweapons;
(iv) thc panic switohes for operating the l.rooter are available with the driver and other occupants'
(d) Cash 5ox security.- Each ofthe cash boxes shall bc secured to the floor with separate chains.and have locks that oan bc op"ned or. lockcd only by using separate keys kept with different custodians and cash fbr each bank shall be carried, pref'erably, in a scparate box with the name ol'tl.re bank written on it.
(e) Other security features.-
(i) 'fhe secured cash van shall be provided with a small CCTV system with at least five days recording f'acility and three cameras installed in fi'ont, rear and inside of the cabin'
(ii) A security alarm with GSM bascd auto-dialer shall bc provided with a motorised siren.
