(2937) Haryana Government Gazette EXTRAORDINARY Published by Authority © Govt. of Haryana No. 163-2023/Ext.] CHANDIGARH, WEDNESDAY, SEPTEMBER 13, 2023 (BHADRA 22, 1945 SAKA) HARYANA GOVERNMENT SPORTS DEPARTMENT Notification The 13th September, 2023 No. 12/22/2023-3S.— The Governor of Haryana is pleased to formulate the following scheme titled as “Haryana Provision of Sports Equipment Scheme 2023-24” for grant of sports equipments to Gram Panchayats and Municipal bodies. This would also lead to encouragement of youngsters in the State towards sports: I. Eligibility: The Municipal Bodies or Gram Panchayats would be eligible for making applications under the scheme, if proper Field of Play (FoP) for the requisite sport is available in their town/ village. II. Sports equipment to be distributed: The following sports equipment can be provided under the Scheme:- Name of Sports Eligible Equipment Volleyball Up to 06 Balls and Net (if poles are installed) Football Up to 06 Balls and Net (if poles are installed) Basketball Up to 06 Balls (if poles are installed) Handball Up to 06 Balls and Net (if poles are installed) Boxing Up to 06 Punching Bags and 12 pairs of gloves. Wrestling Mats size length 1 mtr x width 2 mtr. & thickness 5 cm. (18 piece Mats) with cover. Judo Mats size length 1 mtr. x width 2 mtr. & thickness 5 cm. (18 piece Mats) with cover. Cricket One Kit which include 02 bats, 02 set of wickets with stumps, 06 Balls, two pair of Batting Pads & Gloves and one pair of Wicket keeping Pads & Gloves. III. Scheme Validity: This scheme will be valid during the financial year 2023-24 i.e. till 31.03.2024. IV. Procedure and Timeline for processing applications: a. Applications shall be submitted in prescribed form in the offices of District Sports Officers, for which proper receipt must be given to the applicant. Record of applications, so received, must be entered in chronological order of receipt in a register maintained for this purpose. b. The application can be submitted on any working day. c. In case of Gram Panchayat, Sarpanch of the village may submit the application. In case of vacancy to the post of Sarpanch, Gram Sachiv may submit the application. e. Latest photographs of the Field of Play are required to be enclosed with the application, mentioning date & location on the photograph. f. On receipt of an application, it must be scrutinsed by the following “Scrutiny Committee” by any three officers out of the following, within the specified time limit: i. District Sports Officer of the District. ii. Senior most Coach in the District. iii. Deputy Superintendent or next senior most official, if no Deputy Superintendent is posted. iv. Senior most Coach of the concerned game. “Scrutiny Committee” shall be headed by concerned Additional Deputy Commissioner. V. Timeline for processing applications: Submission of application Any working day Scrutiny by Committee at District level, and allocation of Sports equipment to concerned. 10 calendar days VI. Terms & Conditions:-
(a) Only the sports equipment mentioned in the scheme shall be given.
(b) Municipal Bodies/ Gram Panchayats would be eligible to apply for sports equipment for all sports which are popular in the area, during the period of two financial years. In case of Wrestling and Judo, sports equipments shall be provided for either of the sport. The eligible applicant shall be as per Para 4
(c) & (d) of the policy.
(c) After the sports equipments are issued, the same shall be entered in the proceeding register of the concerned Municipal Body/ Gram Panchayat.
(d) District Sports Officer shall maintain a Issue Register in which sports equipment allocated must be entered in chronological order of issuance.
