Any dispute relating to rent payable by a tenant, or any objection relating to the permissible ar~, not otherwise expressly provided for in this Act, shall be determined in a summary manner as provided for in section 14-A; provided that the order of the Commissioner, in appeal or revision in the ordinary course, shall be final.
