Please find enclosed herewith a copy of notification No. M.E.-I/A- 1IV/2025/16229 dated 19.03.2025 vide which Bye-law 28(1) of the Market Committee has been fixed by revising the mandi labour charges of the Market functionaries with effect from 01.04.2025 for strict compliance. You are therefore, requested to submit the resolution of the Market Committee to this effect.

As per directions received from the Ministry of Consumer Affairs, Govt: of India vide letter No. 19(1)2019-FC-ACS part, file I dated 24.02.2020, the Mandi Labour Charges of the different Market Functionaries of Haryana of the following commodities were approved by ACS to Govt. of Haryana, Food, Civil Supplies & Consumer Affairs Department Chandigarh for the Rabi Season, 2025 w.e.f. 01.04.2025.

Accordingly, in exercise of the powers conferred by Section 44 of the Haryana Agricultural Produce Markets Act, 1961 and all other powers enabling it in this behalf, the Haryana State Agricultural Marketing Board in supersession of all previous Notifications, confirms and notifies the following amendments in the Bye-Laws of the Market Committees.

AMENDMENTS The existing sub-clause (i) of Bye-Law No.28 (Category ‘A’ Commodity No. 1) of the Bye-Laws of the Market Committees shall be substituted by the following:- ) For the services actually rendered by them in connection with sale, purchase, storage and processing of agricultural produce, different market functionaries, whether licensed or not, shall not demand or receive remuneration, in excess of the rates specified below:- Category ‘A’ Commodity No.1 (Wheat only) Incidental Charges (Payble by the seller) Rates in rupees per bag for 50 Kg 0] Unloading Rs.2.35

(ii) Cleaning & dressing (manually) Rs. 2.21 Cleaning & dressing (by machine) Rs. 3.86 Note: For rendering actual services. Nothing will be charged if produce is already cleaned.

Commission Agents/ Katcha Arthiyas.

Market Charges (Payable by the buyer per unit for 5 0 Kg.). These operations will be performed by (Including best quality sutli/thread)

(iii) Filling & placing the unit on the [ Rs.3.52 platform/balance.

(iv) Weighing Rs. 2.35

(v) Unloading from the balance Rs. 1.79

(vi) Stitching (manually) Rs. 1.79 Oor (Rs.0.67 +Rs. 1.12) Stitching (by machine) Rs. 2.12 (Rs. 0.67+ Rs. 1.45) (The cost of sutli/thread is Rs. 0.67 in each case)

(vii) Loading Rs.3.36

(viii) _ Auction charges Rs. 0.10 per hundred rupees e (S‘C) L

(ix) Commission

(a) For agricultural produce purchase | As notified by the Govt.

on MSP by Govt. Agency.

(b) For agricultural produce purchased by private agency/traders. - Rs. 2.50 per hundred rupees

(x) Brokerage Rs. 0.16 per hundred rupees

(xi) Marka (including cost of colour) Rs. 0.20 per bag Note: In case the agricultural produce is procured on MSP, the incidental Charges as indicated in the table above from Sr. No (i) to (xi) excluding Sr. No. (ii) to (viii) shall be borne by purchaser. The incidental charges as indicated as Sr. No. (ii) of the table for cleaning & dressing for 50kg and 35/37.5 kg bag respectively by manual/mechanical means shall be borne by Arthiya as per Sr. No. 3 (x) of para 6 of communication dated 24.02.2020 from Government of India. However, the Arthiya may sensitize the farmer to bring his produce to the Mandi after proper cleaning. In case of private purchase, the incidental charges indicated at Sr. No. (i) & (ii) shall be borne by seller & incidental charges from Sr. No. (iii) to (xi) shall be borne by purchaser.
