(5) Managing Committee: There shall be a managing committee consisting of the following to manage the affairs and concerns of the Academy, namely:-
1. Administrative Secretary to Government, Haryana, Department of Sports and Youth Affairs CEO
2. Director, Department of Sports & Youth Affairs, Haryana Member Secretary
3. Joint Director (Administration), Department of Sports and Youth Affairs, Haryana. Member
4. Senior most Deputy Director Sports, Department of Sports and Youth Affairs, Haryana. Member
5. Chief Accounts Officer, Department of Sports and Youth Affairs, Haryana. Member
6. Two elite sportspersons/ sports administrators Appointed by Hon’ble Chief Minister, Haryana Two Members
(6) Meetings of the Committee:
(i) The Managing Committee shall meet at such times and places as it shall decide upon, but at least once in six months.
(ii) The CEO or, in his absence, Member Secretary shall occupy the Chair at all meetings of the Managing Committee.
(iii) Five members of the Managing Committee shall form the quorum.
(iv) The Managing Committee shall convene an Ordinary General Meeting (to be known as the Annual General Meeting) once in each calendar year to receive an Annual Report, Balance Sheet and Statement of Accounts for the preceding financial year and to consider or transact any other business with the permission of the CEO.
(7) Powers of the Managing Committee: The Managing Committee shall be the governing and executive body of the Academy and shall have the following powers:
(a) To finalise the sports disciplines which will be promoted in the Academy;
(b) To finalise the basis of selection of athletes for the Academy;
(c) To appoint any personnel necessary such as Coaches, Physiotherapist, Nutritionists, Strength & Conditioning Coaches, administrative staff among others for smooth functioning of the Academy;
(d) To finalise membership fees structure for the Academy;
(e) To manage and control the finances of the Academy – incomes, expenses, assets, including immovable assets, and liabilities. For this, a sub-account shall be opened under the main bank account of the Sports and Physical Fitness Authority of Haryana. Department of Sports & Youth Affairs, Haryana will earmark the required budget for the day-to-day operation of the academy;
(f) To procure sports equipment of international standard from domestic and/ or foreign vendors for use in the Academy;
(g) To introduce any Scheme for the betterment of the athletes in the Academy (e.g. subsidized meals, sports psychology workshops, anti-doping awareness, etc.);
(h) To undertake any activity for the attainment of above aims and objectives or any of them.
(8) General For guidance on other procedural matters related to the running of the Academy, Notification No. DD(Sports)/ 2016/5855 dated 10th March 2016 may be referred. DR.
