(1) The Local Development Authority shal I , as soon as may be, prepare a master plvl for the local dcvclopment area.

(2) The master plan sbalL-

(a) dehe the various sectors into which the local development area maybe di.ded for the purposes of development and indicate the manner in which the land in each sector is proposed to be used (whether by the cmyicg out thereon of development or otherwise) the stage by which any such development shall be carried out ; and

(b) serve as a basic pattern of h n e work within which the sector I development plans of the various sectors may be prepared.

(3) The master plan may provide for any other matter which may be necessxy for the proper development of the local development area.
