(Government or Harydiid/ eixivi v Additional Chief Secretary to Govt. of Haryana Food Civil Supplies & Consumer Affairs Department Ffafga qea wfes sfamn @R @ A emgfd e s me ORDER Consequent upon the guideline issued under “Department of Industrial police and (DIPP), Govt. of India, as part of district business reform action plan (DBRAP) for the -service. certificate for verification of weight & measure and its renewal) verification Metrology Act, 2009/ Legal Metrology General Rule, 2011 and Haryana legal \IummL\ (I:nforcement) Rules 2011, decision of the department in this regard is as under:- In order to ensure the compliance of various provisions for verification of weight & measure and its renewal of the Legal Metrology Act, 2009 and Rules made thereunder. The existing system of verification of weights and measures and its renewal has become inappropriate in present scenario and in present time of technological advancement .Therefore, a new comprehensive transparent verification system is required to be put in place with the following objectives « To regulate the implementation of statutory provision of Legal Metrology Act, 2009 and Rules made thereunder in transparent and accountable manner through technology.

* To develop a more effective and efficient e-portal/ single window system to achieve the objectives of Ease of Doing Business (EoDB) e o protect the consumer’s rights.

premotion™ Venfication Criteriac- ~ lransparent verification system of weight & measure and its renewal related to legal Metrology Act, 2009 /Legal Metrology General Rules, 2011 and Haryana Legal Metrology (Enforcement) Rules 2011 ~ The verification process shall be conducted by the concerned Legal Metrology Officer (1.MO) i.e. Inspector.

~ The user/ applicant will apply online for verification of weight & measure and its renewal.

and will deposit the prescribed fees online on e-portal as per schedule XVIII of Haryana Legal Metrology (Enforcement) Rules 2011.

~ The concerned Legal Metrology Officer will verify/ re-verify the weight & measure presented by the user/ applicant as per section 24 of Legal Metrology Act. 2009 and Rule 1) & (2) of Haryana Legal Metrology (Enforcement) Rule, 2011 ~ After the verification process is completed Legal Metrology Officer will issue/ upload the certificate for verification of weight and measures and its renewal whether it is accepted’ rejected.

» The user/ applicant will have an access to download the final certificate from the e-portal.

~ 1t will be ensured that there should be no requirement of any physical touch point between the applicant and the Legal Metrology Department.

~ No physical / manual application to be required by district authorities in addition to online application ~ 11 weight or measure is presented to the legal metrology officer for reexpiry of the validity of the stamp, an additional fee at half the rates specified in schedule XVIIT shall be payable for every quarter of the year or part thereof.

3) The verification/ re- verification certificate issued by the Legal Metrology Officers will be digitally signed and no physically copies of documents to be requested by district the authorities and documents uploaded with online application should be sufficient.
