For the purposes of any inquiry held under clause (b) of sub-section (1) of section 16, the Board or a committee appointed by the Board shall be deemed to be a court within the meaning of the Indian Evidence Act, 1872 (1 of 1872), and shall, so for as may be, follow procedure laid down in the Code of Civil Procedure, 1908 (5 of 1908).
