Section 26: The first statutes. (1) Subject to the provisions of this Ordinance, and the rules made thereunder, the first statutes of the University may provide for all or any of the following matters, namely

(g) oO @) the constitution, powers and functions of the authorities and other bodies of the University as may be constituted from time to time;

the terms and conditions of appointmentof the Vice-Chancellor and his powers and functions;

the manner of appointment and terms and conditions of service of the Registrar, and Chief Finance and AccountsOfficer and their powers and functions;

themanner of appointment and ternis and conditions of service of the employees and their powers and functions;

the terms and conditions of service of employees of the University;

the procedure for arbitration in case of disputes between employees, students and the University;

the provisions regarding exemption of students from payment of tuition fee and for awarding to them scholarships and fellowships; :

provisions regarding the policy of admissions, including regulation of reservation of seats;

provisions regarding fees to be charged from the students; and provisions regarding number of seats in different courses.

The first statutes shall be made by the Government and publishedin the Official _ Gazette and a copy thereof shall be laid before the State Legislative Assembly.
