The 4[Government of Himachal Pradesh] shall appoint, after consultation with the Commission, a member other than the Chairman or the Vice-chairman to be the Secretary of the Board who shall exercise such powers and discharge such duties as may be prescribed or as may be delegated to him by the Chairman.
