Where on inspection as aforementioned, the Livestock Officer is satisfied that the bull is not fit for being certified as an approved bull, and is also not effectively castrated, he shall order (which shall be in Form No. II) the person keeping the bull to have it castrated within a period of 15 days from the date of the service of the order.
