Section 24: Transitory powers of the Vice-Chancellor

Where any authority of the University is not constituted, the Vice-Chancellor, with the approval of the Chancellor, may discharge all or any of the functions of such authority and, for that purpose, may exercise any power of such authority till such authority is constituted.
