No suit, prosecution or other legal proceedings shall lie against the State Government or the local authority 3 [or competent authority] or any officer or other employees of the State Government or of the local authority 4 [or competent authority] or any other person authorised by the State Government for any thing which is in good faith done or intended to be done under this Act or the rules made thereunder.
