(1) Notwithstanding anything contained in this Act or anyother law for the time being in force, any Para-veterinary institution established or courses startedor increases the admission capacity without prior permission of the State Government as required under section 19 of this Act, shall not be regularized by any authority whatsoever including the State Government.
(2) Whoever contravenes the provisions of sub-section (1) shall not be eligible for anypermission under section 19 of this Act and this disqualification shall remain in force for a periodof five years from the date on which the contravention of section 19 of this Act is established.

(3) In case any approved or recognised Para-veterinary institution starts a course andadmits students without the prior permission of the State Government the approved admissioncapacity of such institution in all its approved courses shall be reduced by 25% and such institution shall not be allowed to admit any student against the management or Non Resident Indian quota inthe next academic year.
