(1) The Council may, with the previous approval of the State Government and subject to rules made under section 53 of this Act, may by notification published in the Official Gazette, make regulations to carry out purposes of this Act, and withoutprejudice to the generality of forgoing powers, such regulations may, provide for all or any of the following matters, namely:-
(a) the management of the property of the Council and the maintenance and audit of itsaccount;
(b) the manner of election of members of the Council;
(c) the powers and duties of the President and Vice-President;
(d) the mode of appointment of committees, the summoning and holding of meetings andthe conduct of business of such committees;
(e) the travelling and other allowances payable to the non-official members of the Council;
(f) the manner to hear and decide appeals from the decision of the Registrar under clause (b) of sub-section (2) of section 18 of this Act;
(g) the code of ethics for regulating the professional conduct under clause (c) of sub-section (2) of section 18 of this Act;
(h) the qualifications, the conditions of service and pay scales of the Registrar and other officers and servants under subsection (3) of section 32 of this Act;
(i) the manner of revision of State Register under sub-section (1) of section 33 of this Act;and
(j) the form of State Register under sub-section (2) of section 38 of this Act.
(2) The State Government, on receipt of regulations for approval, may approve the samewithout any modifications or with modifications as it may think fit or return the regulations to the Council for reconsideration.

1. Livestock and Poultry Management:- Knowledge of livestock and poultry breeds,body point of different animals, handing and casting technique, management of livestock and administration of medicine.

2. Structure and functions of the body (preliminary Knowledge):- identification ofvarious organs of different systems of domestic animals, study of body skeleton and physiological functions of different systems.
3. Feed and Fodder:- knowledge of fodder trees and plants, hay and silage making andcultivation of fodder crops.
4. Veterinary Pharmacy:- Knowledge of pharmacology, toxicology, metiriamedica and Pharmacy.
5. General Veterinary Medicine:- Signs of diseases, examination and detection ofabnormality, prevention or control of diseases, preliminary knowledge of different diseases, snakebite, burn injury, heat stroke and allergy, knowledge of common infectious and parasitic diseases, their first aid and control, Collection and dispatch of materials for laboratory diagnosis.
6. Identification of common drugs and their use.
7. Labeling and storage of common and poisonous drugs.
8. Compounding and dispensing of common ointments, lotions, Tinctures, liniments,syrups and spirits.
9. Introduction of organs of reproduction and there functions.10.
Technique of collection, handling, transport and preservation of frozen semen.
11. Management of breeding bulls.
12. Knowledge of artificial insemination technique.
13. Semen collection and knowledge of semen quality.
14. Maintenance of liquid Nitrogen and containers.
15. Terminology used in surgery and preparation of animals for operation.
16. Sterilization of instruments, glass ware and dressing materials.
17. Identification and use of important surgical instruments.
18. Maintenance of office record.
19. To carry out extension activities like survey data collection and organization of fairs,camps and rallies.
20. Management practices being carried out in cattle, sheep Poultry Rabbit and horsebreeding farms.
21. Practical knowledge of activities being carried out in sperm station, diseasesinvestigation laboratory and wool analysis laboratory.
