(1) The competent authority may at any time, cancel the permission granted under section 5, if such permission has been obtained by fraud, misrepresentation or suppression of material particulars or where after obtaining the permission, the management of a private educational institution fails to rectify the defects pointed out on inspection under section 13 or fails to carry out the directions given under section 14 or contravenes, any of the provisions of this Act or any rule made thereunder or of any terms or conditions of the permission or of any direction issued by the competent authority under this Act.
(2) Before cancelling the permission under sub- section (1), the competent authority shall give the manager an opportunity of making his representation.
