Every reference made to a Tribunal under [section 8 or section 8A or application made to a Tribunal under section 8] shall be inquired into as expeditiously as possible and every endeavour shall be made to conclude such inquiry within a period of six months from the date of the service, on the person concerned, of a copy of such reference or application.
