Notwithstanding anything contained in these Regulations,44[ ] the Central Government may not appoint any person whose name appears in the Select List if it is of the opinion that it is necessary or expedient so to do in the public interest.
Provided that no such decision shall be taken by the Central Government without consulting the Union Public Service Commission.
