2. भारतीय पशु षचकक् सा पठरिदन षनयमों में,--
(1) षनयम 4 के उपषनयम (2) के पश् चातन षनम् नषलषतत उपषनयम अंतस् थाषपत ककया एाएगा, अथाातन स-- “(3) पठरिदन का सषचि षनयमों के उपनंधों के अधीन पठरिदन के षनिााचन की एक नार सूचना एारी ैोने के पश् चातन षनिााचन स ेसंनंषधत यय की मंएूरी दगेा ”
(2) षनयम 16 में, (क) षनयम 8 के ् थान पर षनम् नषलषतत षनयम रता एाएगा, अथाातन स-- “(8) अपने मत को अषभषलषतत करने की िांछा रतन ेिाला प्र् येक षनिााचक ससंूचना पत्र (प्रपप 4) में कदए गए षनदशेों के अनुसार घोिणा पत्र (प्रपप 3) और मतदान पत्र (प्रपप 2) भरने के पश् चातन मतदान पत्र षलफाफे में मतदान पत्र को संलग् न करेगा, उस े षचपकाएगा और पेस् टंग के ऊपर अपने षतरछे ै् ताक्षर र करेगा तथा उक् त षलफाफे को उस षएले, षएसमें षनिााचक अिष् थत ै , के राज् य पशुपालन षिभाग के राएपषत्रत अषधकारी से सम् यकतस स् याषपत घोिणा और राज् य पशु षचकक् सा पठरिदन या भारतीय पशु षचकक् सा पठरिदन द्वारा एारी उसके षिषधमा य रषए् रीकरण 2 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] प्रमाणपत्र की ् ितस स् याषपत प्रषत के साथ उसे ठरटनिंन ग िकफसर को संनोषधत नाैरी षलफाफे में डालेगा तथा उसे अपने नएदीकी डाकघर से कें द्रीय सरकार द्वारा संदये लागत पर रषए् रीकृत डाक या ् पीड पो् ट से भेएेगा षएससे िै ठरटनिंन ग िकफसर के पास ठरटनिंन ग िकफसर द्वारा मतदान के षलए षनयत तारीत को समाप् त ैोने िाले षनयत समय से पूिा पहुचं एाए स परंतु घोिणा प्रपप को स् याषपत करने िाला राएपषत्रत अषधकारी षनिााचन में ् ियं अ् यथी न ैों ” (त) उपषनयम (10) के ् थान पर षनम् नषलषतत उपषनयम रता एाएगा, अथाातन स-- “(10) उपषनयम (8 में षिषनर्दाष् ट षलफाफे की प्राषप् त पर, षएसमें घोिणा पत्र और मतदान पेपर को अंतर्िाष् ट करन े िाला नंद षल़ाा़ाा ै , ठरटनिंन ग िकफसर नाैरी षलफाफे पर उसकी प्राषप् त की तारीत और समय को पृष् िांककत करेगा ”
(3) षनयम 18 के तंड (ग) के ् थान पर षनम् नषलषतत तंड रता एाएगा, अथाातन स-- “(ग) घोिणा पत्र पर षनिााचक द्वारा ै् ताक्षर र नैक ककए गए ैय या राज् य के राएपषत्रत अषधकारी द्वारा स् याषपत नैक ककया गया ै या षनयम 16 के उपषनयम (8) में यथा षिषनर्दाष् ट डाक द्वारा प्राप् त नैक ककया गया ै ”
(4) प्रपप 3 के ् थान पर षनम् नषलषतत प्रपप रता एाएगा, अथाातन स-- “प्रपप 3 [षनयम 16(2) दतेें] घोिणा पत्र भारतीय पशु षचकक् सा पठरिदन अषधषनयम, 1984 (1984 का 52) की धारा 3 की उपधारा (3) के तंड (छ) के अधीन भारतीय पशु षचकक् सा पठरिदन का षनिााचन स-- षनिााचक का नाम .........................

(5) प्रपप 4 के प रा 2 में प्रषिषष् ट (च) के ् थान पर षनम् नषलषतत रता एाएगा, अथाातन स-- “(च) घोिणा पत्र पर षनिााचक द्वारा ै् ताक्षर र नैक ककए गए ैय या ् थानीय राएपषत्रत अषधकारी द्वारा स् याषपत नैक ककया गया ै या षनयम 16(8) में यथा षिषनर्दाष् ट डाक द्वारा प्राप् त नैक ककया गया ै ” [फा. सं. के-12052-7/1/2017-एलएच] श्री षमषैर कुमार ससंै , संयुि सषचि MINISTRY OF AGRICULTURE AND FARMERS WELFARE (Department of Animal Husbandry, Dairying and Fisheries) NOTIFICATION New Delhi, the 9th May, 2017 G.S.R. 456(E).—In exercise of the powers conferred by section 64 read with section 4 of Indian Veterinary Council Act Act, 1984 (52 of 1984), the Central Government hereby makes the following rules to amend the Indian Veterinary Council Rules, 1985 namely:—
2. In the Indian Veterinary Council Rules,—
(1) in rule 4, after sub-rule (2), the following sub-rule shall be inserted, namely:— “ (3) The Secretary of the Council shall sanction election related expenditure once notification for election to the Council is issued under the provisions of rules.”
(2) In rule 16, (a) for sub-rule (8), the following sub-rule shall be substituted, namely:— “ (8) Every elector desirous of recoding his or her votes shall, after filling up the declaration paper (Form III) and the Voting Paper (Form II) according to the direction given in the letter of intimation (Form IV), enclose the voting paper in the voting paper cover, stick up and put his or her cross signature over the pasting and insert the said cover along with the declaration paper duly attested by any gazetted officer of the state animal husbandry department located in the district where the elector is situated and a self attested copy of his or her valid registration certificate issued by the State Veterinary Council or Veterinary Council of India, in the outer envelope addressed to the Returning officer and send the same by registered or speed post from his or her nearest post office at the cost of the Central Government, so as to reach to the Returning officer not later than the appointed time for closure of the voting on the date fixed by Returning officer:
Provided that the gazetted officer attesting the declaration form is not a candidate himself for the election.”
(b) for sub-rule (10), the following sub-rule shall be substituted, namely:— 4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART II—SEC. 3(i)] “(10) On receipt of the envelope specified in sub-rule (8), containing the declaration paper and closed cover containing the voting paper, the Retuning Officer shall endorse on the outer envelope the date and hour of its receipt.”
(3) in rule rule 18, for clause (c) the following clause shall be substituted, namely:— “ (c) the declaration paper is not signed by the elector; or not attested by gazetted officer of state or not received through post as specified in sub-rule (8) of rule 16.”
(5) for Form III, the following Form shall be substituted, namely:— “Form III (see rule 16 (2) Declaration Paper Election to the Veterinary Council of Indian under clause (g) of sub-section (3) of section 3 of the Indian Veterinary Council Act, 1984(52 of 1984):— Elector’s name…………………………………………….

(6) In the Form IV, in para 2, for entries (f), the following shall be substituted, namely:— “(f) The declaration is not signed by the elector; or not attested by the local gazetted officer or not received through post as specified in sub-rule (8) of rule 16(8).
