Snmffc 7S3(3f), di^i^ 25 3t'4̂ M<( 2011 sftr ferr *rsrr aft i NOTIFICATION New Delhi, the 25th August, 2015 t.S.K. 662(E),— In exercise of the powers conferred by section 87 of the Information TechnolPgy Act, 2000 (21 of 2000), the Central Government hereby makes the following rules further to amend the information TechnolPgy (Certifying Authorities) Rules, 2000.
1. (1) These rules may be called the Information Technology (Certifying Authorities) Amendment Rules, 2015.
(2), They shall come into force on the date of their publication in the Official Gazette, 2, In the information Technology (Certifying Authorities) Rules, 2000,—
(a) in rule 6, in the table , undef the heading "The Standard", for the entries "DSA and RSA", the entries " DSA , RSA and Curves MIST P-2S6, P4U, of P-521" Shall be substituted;
(b) for rtile 7, the following rule shail be substituted, namely:— "7,Digital Signature Certificate Standard. -All Digital Signature Certificates and Certificate Revocation List issued by the Certifying Authorities shail conform to Interoperability Guidelines for Digital Signature Certificates issued by Controller under the Information Technology Act.";
(C) in rule 23 —
(i) in clause (e), after the word" Statement", the words "in accordance with the Identity Verification Guidelines issued by the Controller" shall be insetted;

(if) after clause(e), the following clause shall be inserted, namely:- "(ea) subsequent to initial approval of Certification Practice Statement by the Controller during the application for a licence, all the changes in the subscriber identity verification method or guidelines employed for issuance of Digital Signature Certificate shall be in accordance with the Identity Verification Guidelines issued by the Controller and the changes shall be incorporated in the Certification Practice Statement periodically and shall be approved by the Controller;";
(d) in rule 24, in clause (f) , the words, brackets and letters "in accordance with the X.50° Certificate Policy for India PKl(CP) issued by the Controller" shall be inserted at the end ;
(e) in rule 25, in clause (ii) , the words "in accordance with the Identity Verification Guidelines issued by tin Controller" shall be inserted at the end;
(f) in rule 31, in sub-rule ( I ) , after clause (ix), the following clauses shall be inserted namely: - "(x) compliance to relevant X.509 Certificate Policy for India PKI issued by the Controller;
(xi) compliance to guidelines issued by the Controller for other services like Time Stamping and OCSP service;
(xit) compliance to Identity Verification Guidelines tkzntvi hy tho c^ntroiu^
(xiii) compliance to "Digital Signature Certificates Interoperability Guidelines" issued by the Controller.";
(g) in SCHEDULE IV,—
(a) in Form A, under the sub-heading "Important Notice;",—
(i) for the word "filled " the word "signed" shall be substituted;
(ii) the words "Application form must be submitted in person." shall be omitted;
(b) in Form B,
(i) for the entries under the sub-heading "Authentication of Identity and Proof of Residence", the following shall be substituted, namely:— "The identity verification methods and proof of residence requirements shall be as per Certification Practice Statement (CPS) of the CA and Identity Verification Guidelines issued by the Controller.";
(ii) under the sub-heading "Important Notice:",—
(1) for the word "filled " the word "signed" shall be substituted;
(2) the words "Application form must be submitted in person." shall be omitted.
