(1) lf any diificulty arises ln giving eflect to the provisions of this Act, the State ' Government may, by a notification orolder, make such provisions, not lnconsistent wilh the provisions ol this Act, as appear to it to be necessary or expedient, for removing the diiliculty :
Provided that no notification, order under sub_section (1) shall be made alter the explration of a period oi ihree years irom the commencement of this Act
(2) Every order made under sub'section (1) shall, as soon as may be atter ii is made, be aid betore the State Legislature.
