Section 7: Cognizance of offences.

The Jammu and Kashmir Delivery of Books and Newspapers (Public Libraries) Act, 1961.Union territory Act of Jammu and Kashmir · Act 13 of 1961

(1) No court shall, take cognizance of any offence punishable under this Act save on a complaint made by an officer empowered in this behalf by the Government, by a general or special order.

(2) No court inferior to that of a [Judicial Magistrate] of the First Class shall try offence punishable under this Act.
