Any person who, without the previous authorization of the [Government of Union territory of Jammu and Kashmir], discloses or publishes any information with respect to any proceedings or with respect to any person proceeded against under this Ordinance, shall be punishable with imprisonment for a term which may extend to two years, or with fine, or with both.
