All orders on the annual reports of Departments of the [Union territory of Jammu and Kashmir] passed by [the Government of the Union territory of Jammu and Kashmir], shall be published in the [Official Gazette], if their publication is sanctioned by [the Government of the Union territory of Jammu and Kashmir].
