[3-A. Constitution of Reserve Force of Home Guards. ––(1) The [Government of the Union territory of Jammu and Kashmir] may constitute a Reserve Force of Home Guards consisting of persons appointed to it by the [Government of the Union territory of Jammu and Kashmir] from among the Home Guards discharged from the service of the Home Guards under subsection (3) of section 3.

(2) A Home Guard shall while serving in the Reserve Force, be liable to be called out for duty at any time].
