Section 113: Dogs not to be at large.

Whoever, being the owner or person incharge of any dog, neglects to restrain it so that it shall not be at large in any street without a muzzle––

(a) if such dog is likely to annoy or intimidate passengers ; or

(b) if the municipality has by public notice during the prevalence of rabies directed that dogs shall not be at large without muzzles, shall be punishable with a fine which shall not be less than one thousand rupees and more than two thousand rupees.
