Whoever permits any person under his control to whom the provisions of sections 82, 83 and 84 of [the Indian Penal Code (45 of 1860)], are applicable to commit a nuisance upon any street or into any public sewer or drain or any drain communicating therewith, shall be punishable with a fine which shall not be less than one hundred rupees and more than one thousand rupees.
