Section 32: Registrar and other officers and servants of the Council.

(1) The Council shall, with the prior approval of the Government, appoint a Registrar who shall act as Secretary of the Council.

(2) The Council may, with the prior approval of the Government, employ such other officers and servants as it may deem necessary for carrying out the provisions of the Act.

(3) The qualifications, conditions of service and pay scales of the Registrar and other officers and servants shall be such as the Council may determine by regulations, with the prior approval of the Government.

(4) The Registrar or any other officer or servant appointed by the Council under this section shall be deemed to be a public servant within the meaning of section 21 of the [Indian Penal Code (45 of 1860)].
