Notwithstanding anything contained in this Act or in any other law for the time being in force all offences under this Act other than those compoundable under section 7 shall be non-bailable and nothing in [section 438 of the Code of Criminal Procedure, 1973 (2 of 1974)] shall apply to offences under this Act.
