Notwithstanding anything contained in this Act or any Statute or Regulation made thereunder, the appointment of the first Vice-Chancellors, the first Pro-Vice-Chancellors, the first Registrars and the first Controllers of Examinations of the Cluster Universities constituted under this Act shall be made by the Chancellor in consultation with the ProChancellor, and, until the first appointment as aforesaid is made, the Chancellor may after consultation with the Pro-Chancellor, make provisional appointments on the said posts, on such terms and conditions and for such period, as he deems appropriate.
