[The Government of the Union territory of Jammu and Kashmir] may by notification in the [Official Gazette] delegate [all or any of the powers vested in it [under subsection (3) of section 33, section 45, sub-section (1) of section 56, subsections (1) and (2) of section 70 and section 74] to such officer or authority as may be specified in the notification.
