The casual vacancies among the members of the Board shall be filled, as soon as may be, by appointment, nomination or election, as the case may be, and the person appointed, nominated or elected in the casual vacancy shall hold office only so long as the member in whose place he is appointed, nominated or elected, as the case may be, would have held it, as if the vacancy had not occurred.
