The Council may, with the previous approval of the Government by general or special order, and subject to such conditions which it may think necessary delegate to the Lead Agency, Road Safety Commissioner or the District Road Safety Committee such of its powers and functions, as it may consider necessary, for the effective implementation of the road safety programme.
