After the publication of a notification under section 5, no person shall erect or proceed with any building or work on, or enter into or carry out a contract in respect of, land within the area so notified or included in any scheme, unless he has applied for and obtained permission [from the Minister or any officer or authority empowered by the Minister in this behalf] for so doing, notwithstanding any decree, order, judgement or any other law for the time being in force or any permission given under any law for the erection of any building or any matter relating to the said land.
