(1) The Authority may, by notification, make regulations consistent with the Act and rules generally to carry out the provisions of the Act.
(2) In particular and without prejudice to the generality of the powers contained in sub-section (1), such regulations may provide for all or any of the following matters, namely :––
(a) the form and manner of publishing a scheme under sub-section (1) of section 33 ;
(b) the form and manner of publishing a scheme under sub-section (3) of section 51 ;
(c) the form and manner of publishing a scheme under sub-section (7) of section 51 ;
(d) the distance from the boundaries of an irrigation work in which use of explosives is prohibited under section 69 ;
(e) the fee and service charges to be paid by the user for installation of a unit under sub-section (1) of section 91 ;
(f) the minimum and maximum ceiling of water to be allocated to a user under section 95 ;
(g) the safety measures to be adopted by a licensee for protecting public and ensuring safety under sub-section (1) of section 105 ;
(h) the manner in which copy of notification shall be affixed under clause (b) of sub-section (2) of section 111 ;
(i) the form and manner in which application shall be made and the particulars accompanying such application under sub-section (2) of section 112 ;
(j) the terms and conditions on which consultants may be appointed under sub-section (5) of section 144 ;
(k) the form in which an appeal may be filed, the manner of its verification and the fee to be paid for filing such appeal under subsection (1) of section 152 ; and
(l) any other matter which is to be, or may be, specified.
(3) All regulations made by the Authority under the Act shall be subject to the condition of previous publication.
