#णाली म= हािन को :कफायती ढंग से कम करने के िलए िवतरण योजना; आंकड़( के आदान-#दान अनुदशे( का #चालन करने आ:द के िलए िवT वसनीय और ठोस सचंार #णाली क� G यवB था करना जो ¹Hkkx IIIµ[k.M 4º Hkkjr dk jkti=k % vlk/kj.k 3 लाइस=सधारी एसएलडीसी और उपभो' ता के बीच मांग के कुछ िनधाD रत B तर क� पारद_शता हो; "ारा अिधसूिचत पूवD #काशन हतेु िनयम 2005 के अनुसार #ा<प को ईडी (मािनत लाइस=सधा रय() और अ, य सभी शेयरधारक( के िवचार( / ट+ पिणय( / सुझाव( को आमंि4त करने के िलए जेईआरसी क� वेबसाइट पर #ा<प को अपलोड करने के िलए नो टस जारी :कया जाता ह।ै JOINT ELECTRICITY REGULATORY COMMISSION (For The State of Goa and Union Territories) NOTIFICATION Gurgaon, the 21st November, 2016 AMENDMENTS IN THE JOINT ELECTRICITY REGULATORY COMMISSION FOR THE STATE OF GOA & UNION TERRITORIES (DISTRIBUTION CODE) REGULATIONS, 2010 No. JERC : 15/2010.—In exercise of the powers conferred under Section 181 read with Section 42 (1) and Sections 86 ( c ), (e) and (i) of the Electricity Act, 2003 (36 of 2003), and all other powers enabling it in this behalf, the Joint Electricity Regulatory Commission for the State of Goa & Union Territories hereby proposes to make the following draft Regulations further to amend the Joint Electricity Regulatory Commission for the State of Goa & Union Territories (except Delhi) (Distribution Code) 2010 (hereinafter referred to as the “Principal Regulations” and as required by subsection 3 of Section 181 of the said Act and Rule 3 of the Electricity (Procedures for previous publication) Rules, 2005, the said Draft Regulations are hereby published for the information of all the persons likely to be affected thereby; and notice is hereby given that the said Draft Regulations will be taken into consideration after the expiry of 30 days from the date of their publication on the website of the Commission together with any objection or suggestion, which may within the aforesaid period be received in this respect.
The objections / suggestions in this behalf should be addressed to the Secretary, JERC for the State of Goa & Union Territories, Vanijya Nikunj, 2 nd Floor, Udyog Vihar, Phase V, Gurugram – 122016 (Haryana).
1. Short Title, Extent and Commencement i. These Regulations may be called the Joint Electricity Regulatory Commission (Distribution Code) (First Amendment), Regulations, 2016.
ii. These Regulations shall come into force from the date of their publication in the Official Gazette.
iii. These Regulations shall extend and apply to the whole of the State of Goa and the Union Territories of Andaman & Nicobar Islands, Chandigarh, Dadra & Nagar Haveli, Daman & Diu, Lakshadweep and Puducherry.
2. Amendment of Regulation 3.5 (12) of the Principal Regulations Regulation 3.5 (12) of the Principal Regulations, shall be substituted as under:- “The planning of the Distribution System shall always keep in view the cost effectiveness and reduction in energy losses without sacrificing the requirements of Security Standards, Safety Standards and Power Quality Standards for the Distribution System”.
3. Amendment of Regulation 4.3 (3) of the Principal Regulations Regulation 4.3 (3) of the Principal Regulations, shall be substituted as under:- “For every new connection sought, the Distribution Licensee shall specify the Connection Point / Interface Point and the supply voltage, along with the metering and protection requirements as specified in the “Metering and Protection Code” under Chapter – 6 of this Code.”
4. Amendment of Regulation 5.7 under the head “Communication” of the Principal Regulations Regulation 5.7 of the Principal Regulations shall be substituted as under:- 4 THE GAZETTE OF INDIA : EXTRAORDINARY [PART III—SEC. 4] “Reliable and sound communication links viz e-mail id (available round the clock), telephone , fax etc. shall be established for exchange of data, information and operating instructions between the Licensee, Consumer with contract demand of 1 MW and above and the SLDC. Each distribution utility shall ensure installation and maintenance of proper communication infrastructure at the consumer’s end.”
5. Amendment of Regulation 5.9 (1) of the Principal Regulations Regulation 5.9 (1) of the Principal Regulations shall be substituted as under:- The Distribution Licensee and the Users (comprising Generation Companies if any, Transmission Licensee and Consumers having load above 5 MW or dedicated lines) and any other Distribution Licensee having common electrical interface with the Licensee, shall designate suitable persons to be responsible for safety co-ordination.
These persons shall be referred to as Control Persons. Their designations, e-mail ids and telephone nos. shall be exchanged between all the concerned persons. Any change in the list shall be notified promptly to all the concerned.”
6. Amendment of Regulation 6.1 of the Principal Regulations Under this Regulation, the number “7.2 to 7.4 shall be read as 6.2 to 6.4”.
7. Amendment to Attachment – 1 of the Principal Regulations Clause 6.7 (1) of Attachment – 1 of the Principal Regulations, shall be substituted as under:- “The metering for 230 V single-phase supply shall be provided on a suitable board, located in such a place protected from sun and rain enclosed in a suitable tamper-proof box and shall be in a convenient position for taking readings. Similarly, for 400 Volts three phase supply also, the meters and associated metering equipment including connections shall be enclosed in a suitable tamper-proof box. The tamper-proof box shall be of sufficient strength and design with locking and sealing devices and shall have adequate provision for heat dissipation with the required electrical clearances. The design shall permit readings to be taken without access to the meter or its connections. The terminals of the meter and box shall be made tamper – proof and sealed.

[ADVT.-III/4/Exty./426/16] EXPLANATORY NOTE ON DISTRIBUTION CODE (FIRST AMENDMENT) REGULATIONS, 2016 Joint Electricity Regulatory Commission for the State of Goa & Union Territories is regulating the electricity sector in the State of Goa and Union Territories of Andaman & Nicobar Islands, Dadra & Nagar Haveli, Daman & Diu, Chandigarh, Lakshadweep and Puducherry. The Commission in exercise of powers conferred under sub-Sections (1) and
(2) of Section 181 of the Electricity Act, 2003 (36 of 2003) and all other powers enabling it in this behalf and after previous publications notified the Regulations called Joint Electricity Regulatory Commission (Distribution Code) Regulations, 2010, on 23 rd May, 2011.
These Regulations were intended to enforce standards with respect to Quality, Continuity and Reliability of service by the licensees. Over a period of time with experience gained and feedback available, the Commission felt the need for a review of these regulations especially on the provisions relating to Power Quality Standards; Distribution planning for reduction of losses in the system in a cost effective manner; to ensure and maintain reliable and sound communication means for exchange of data, operating instructions etc. transparently between the licensee SLDC and the consumer having certain stipulated level of demand; Safety Co-ordination between the licensee and users; and provisions of foolproof metering cubicles for metering 230 V Single Phase Supply and 400 V three phase supply as per CEA’s metering standards. At the same time, the endeavour during this review is also to rectify anomalies wherever noticed so as to present the Regulations in a more coherent and comprehensive manner to be easily understood for implementation by the licensee and the users.
Draft of the Joint Electricity Regulatory Commission for the State of Goa & Union Territories (Distribution Code) (First Amendment) Regulations, 2016 is accordingly formulated and as approved by the Commission is attached. In accordance with Rules 2005 for previous publication notified by the Central Government vide Notification No. GSR- 387(E) dated 09.06.2005, notice is issued, uploading the draft on the website of JERC inviting views/comments/ suggestions of EDs (deemed licensees) and all other stakeholders).
