A certificate of survey shall not be in force 3 [in any State]—
(a) after the expiration of one year from the date thereof; or
(b) after the expiration of the period (if less than one year) for which the hull, boilers, engines or other machinery, or any of the equipments of the 1 [mechanically propelled vessel] to which the certificate relates have been stated in the certificate to be suffi cient; or
(c) after notice has been given 4 [by the State Government of the State in which it was by
