1. Short title and commencement-These regulations shall be called Jharkhand State Electricity Regulatory Commission (Delegation of Financial Powers) Reguiaiiun:; 2003. They shaii be deemed to be in force with effect irom 24th April.

2. Detinitions.-ln these regulations the words used shall have the following meanings-
(i) 'Government' shall mean Government of Jharkhand;
(ii) 'Act'shall mean the E.R.C. Act, 1998 and now Electricity Act, 2003 and shall include any statutory amendment, modification and re-enactment thereof; ·
(iii) 'Commission' shall mean Jharkhand State Electricity Regulatory Commission;
(iv) 'Chairman'shall mean Chairman of Jharkhand State Electricity Regulatory Commission;
(v) 'Secretary' shall mean Secretary for Jharkhand State Electricity Regulatory Commission or any other officer of the Commission authorized by the Chairperson to discharge the responsibilities of the Secretary in his/her absence for a limited period;
(vi) 'Head of the department' shall mean 2[Chairman of the -Commission or any other officer to whom such powers may be delegated by the Chairman;
(vii) 'Head of the office' shall mean Dy. Director (Administration) of the Commission or any other officer of the Commission to whom such financial powers may be delegated by the Chairman; Noti. 4. The Commission shall have powers to make suitable amendments to these regulations from time to time in accordance with requirements of the functioning of the Commission. The Secretary of the Commission shall also have the authority to issue directives from time_ to time in order to ensure smooth implementation of these regulations. ·
5. If any difficulty arises in giving effect to any of the provisions of these regulations, the Commission may, by general or special order, do anything not being inconsistent with the provisions of the Act, which appears to it to be necessary or expedient for removing the difficulties.
