(i) .A. long-term customer shall not relinqu,ish or transfer his rights and obligations specified in the Bulk Power Transmission/distribution ..

Agreement, without prior approval of the Commission.

(ii) The relinquishment or transfer of right and obligations by a long-term customer shall be subject to payment of compensation, as may be determined by the Commission.
